5,000 MT Controlled Atmosphere (CA) Storage Type-II (CS-2-CA) comprising 20 chambers, with the subsidy calculated at 50% of the eligible cost norms.

Subsidy Component – 5,000 MT Controlled Atmosphere Storage (20 Chambers)

1. Civil Construction with PEB, Electrical, PUF Insulation and Refrigeration System:
The project includes the construction and development of a 5,000 MT Controlled Atmosphere Storage facility comprising 20 CA chambers. The civil and technical infrastructure shall include Pre-Engineered Building (PEB) structures, electrical installations, PUF insulated panels, refrigeration systems and allied works required for establishing a modern CA storage facility. The cost norm for this component is ₹6,00,00,000, against which 50% subsidy of ₹3,00,00,000 is proposed.

2. Automated Computerised Management and Traceability System:
An automated computerised system with dedicated software shall be installed for maintaining complete records and traceability of the agricultural produce stored in the CA facility. The system shall facilitate QR/Bar Code generation and labelling, recording of farmer details, date of arrival, variety of crop, quantity received and other relevant information at the time of arrival. The cost norm is ₹3,50,000, with a 50% subsidy of ₹1,75,000.

3. CA Generators – 2 Nos.:
The project shall be equipped with two dedicated CA generators to ensure uninterrupted power supply to the Controlled Atmosphere chambers and associated refrigeration, monitoring and control systems. Reliable backup power is essential for maintaining prescribed temperature, humidity and atmospheric conditions and protecting the stored produce during power interruptions. The cost norm is ₹3,00,00,000, with an eligible 50% subsidy of ₹1,50,00,000.

4. Specialised CA Doors:
The facility shall incorporate specialised airtight and insulated CA doors designed to maintain the required temperature, humidity and controlled atmospheric conditions inside each chamber. These doors are essential for minimising air leakage and maintaining the efficiency of the CA system. The cost norm is ₹60,00,000, with a 50% subsidy of ₹30,00,000.

5. Gas Tightening System:
A specialised gas-tightening system shall be provided to ensure the required airtightness of the CA chambers. Proper gas sealing is critical for maintaining controlled concentrations of oxygen and carbon dioxide and preventing unwanted infiltration of external air. The cost norm for this component is ₹1,00,00,000, with a 50% subsidy of ₹50,00,000.

6. Unified Control System (BMS):
A Unified Control System/Building Management System (BMS) shall be installed for centralised monitoring and management of the CA facility. The system will enable monitoring and control of important parameters such as temperature, humidity, atmospheric composition, refrigeration and other operational functions. The cost norm is ₹5,00,000, with a 50% subsidy of ₹2,50,000.

7. Dock Leveler and Loading/Unloading System:
The project shall include three sets of dock leveler systems, comprising dock levelers, dock doors, dock shelters and vehicle barriers/hit alarms. These facilities will provide safe and efficient loading and unloading of fruits and other agricultural produce while minimising exposure of the stored material to external environmental conditions. The cost norm is ₹24,00,000, with a 50% subsidy of ₹12,00,000.

8. Integrated Specialised Packing and Farm-Code Labelling Line:
An integrated specialised packing system shall be established for efficient handling, packing and identification of agricultural produce. The system shall facilitate farm-code identification and labelling, thereby improving traceability from the producer/farm level through storage and subsequent dispatch. The cost norm is ₹15,00,000, with a 50% subsidy of ₹7,50,000.

9. High-Reach Material Handling Equipment:
The facility shall be equipped with modern material-handling equipment, including forklifts, battery-operated pallet trucks and hand pallet trucks, for safe and efficient movement, stacking and retrieval of bins, pallets and packed produce within the storage premises. The cost norm is ₹50,00,000, against which 50% subsidy of ₹25,00,000 is proposed.

10. Advanced Computerised Optical Grading Line:
An advanced computerised optical grading line shall be installed for automated grading and sorting of fruits. The system may comprise optical grading equipment integrated with conveyors, belts, washers, waxers/dryers, exits, packaging tables and inspection stations. The equipment may be sourced from indigenous or imported manufacturers and shall be properly integrated and tested by the manufacturer before installation at site. The system shall also incorporate at least 30% Made-in-India components, as specified. The cost norm is ₹2,50,00,000, with a 50% subsidy of ₹1,25,00,000.

11. Stacking and Racking System:
A comprehensive stacking and racking system shall be provided inside the CA chambers for systematic storage and handling of produce. The component shall include suitable bins, pallets, racks and allied storage systems, enabling optimum utilisation of chamber space and facilitating organised movement, storage and retrieval of the produce. The cost norm is ₹1,00,00,000, with a 50% subsidy of ₹50,00,000.

12. Alternate Energy/Technology System:
The project may incorporate alternate technologies such as vapour absorption, solar energy or hybrid systems to improve energy efficiency and reduce dependence on conventional energy sources. Such systems can supplement the primary utility requirements of the CA facility and contribute towards sustainable and cost-effective operation. The cost norm is ₹35,00,000, with a 50% subsidy of ₹17,50,000.

Consolidated Subsidy Statement

Based on the above components, the total cost considered under the MIDH Government of India subsidy norms is ₹15,42,50,000 (Rupees Fifteen Crore Forty-Two Lakh Fifty Thousand only). At the proposed 50% subsidy rate, the total admissible subsidy works out to ₹7,71,25,000 (Rupees Seven Crore Seventy-One Lakh Twenty-Five Thousand only).

Accordingly, the total eligible project cost is ₹15.425 crore, of which ₹7.7125 crore is proposed to be met through subsidy, while the remaining ₹7.7125 crore would constitute the beneficiary/project contribution, subject to the applicable MIDH guidelines, eligibility conditions, approved cost norms and sanction by the competent authority
